My electric cooling fan began blowing fuses. I took it apart and found that each section of the comutator is short circuited together. I believe this shouldn't be like this. Does anybody have any idea how this would have happened and how I could possibly fix it?

In the R/C racing world when this happens you simply take an exacto knife and run it through the slots between commutator sections. You should be able to scrap it all out. Be sure to clean the commutator and brushes well before you put it back together.
