Vinegar is wonderful at dissolving rust. Use it all the time. But it doesn't do a good job on dissolving varnished gasoline. So if that's your problem, consider something like lacquer thinner.
If you do line the tank afterwards, use a flexible liner. The ceramic types crack up and flake off, plugging things up nicely.
