As for the gas tank, the oem tanks are bare steel, and all have the surface flash rust from the day they are made. Don't worry about it. When you park your car for winter, if you do that, make sure the tank is full. That's all you need to do.
For the frame, ensure water can drain from inside the frame. Yes, that is where they frequently do rust, and when you finally see the damage, it's severe. About the only way to ensure the inside of the frame is fully cleaned of rust is to dip the frame in an acid bath. Not cheap. Frequently not necessary either. The mentioned wire snake or sandblasting will remove much of the rust. A heavy pouring of Hammerrite, Correolus or other good rust coating paint will then handle the job of protecting the remains for several years.
