Weld and grind to your hearts content. The Spitfire frame is mild steel, untempered. You've no danger of taking out the temper that isn't there. The cool down after grinding or welding is slow, so it isn't going to impart any hardening.
The only frames that have a problem with welding and grinding are tempered steel frames like on many tractor trailers, dump trucks and the like. Those do require special care. >From your welding description, it sounds like you're using too large a rod, and perhaps too much arc gap. What rod are you using? Cutting and welding two frames together to make one can certainly be done. The weld *must* be good though. As must the base metal being joined. Whether to simply butt weld or to patch is a debatable point.
