The rule I learned is that you only need thread-to-thread contact as deep as the bolt shaft is wide. The context for the rule was wheel lugbolts on Porsches, but it makes some sense.
Using the rule, a 3/8" shaft bolt (any length) that has 3/8" of thread-to-thread contact won't be any stronger, or any less apt to break, than one with 3/4" of thread-to-thread contact.
