Check where the port is open to. If it's open to the inside of the butterfly, it has max vacuum at idle. If the butterfly passes it as it opens, it doesn't get vacuum until you're under load.

The single Stromberg carb I have on my car has the vacuum port on the
bottom.  Is this a port that will have vacuum at idle? or at speed?

This carb is not original to my car.  The distributor is original and
I have an original Opus ignition that works, I'm just trying to
figure out if this vacuum port will work with the stock vacuum retard
unit.

I currently have this disconnected and the timing set to 10deg Before
TDC.
