What is a good compromise between tire wear and handling in regards to
camber?  Later on I will have Rota Slipstream 16" wheels and maybe Kumho
712's.

Nope, you don't need camber bolts at all if you are going with the KYB
struts.  The stock Saturn strut bolts will work just fine since the KYB
bolt-holes
are slotted.  You'll have no problem going with a stock or aggressive
alignment.  I have the KYBs and had the camber set at -1.7deg front and -1.5
in the
rear with room to spare as the mechanic told me from the shop I used to work
at.  You can go over 2 deg negative with the KYBs, but that would be pushing
it for a street-driven vehicle.  Also, I don't trust most camber bolts
anyways as they are thinner than the the stock bolts to allow for more
adjustability.  Save your $30 on them for a decent alignment.
