The PCV popping out is a symptom of the crankcase getting pressurized, not a cause of oil consumption. First, eliminate the obvious causes. Make sure the PCV is OK, try to shake it and see if it rattles. If it doesn't rattle, it's plugged and needs replacement. Also make sure that the PCV hose and the hose from the intake tube to the cam cover aren't plugged. If the PCV and hoses are OK, then you could be getting so much blow-by that your crankcase is getting seriously pressurized.
