Probably both. It sounds and feels cool, so it causes you to want to run up the revs more. When you do this, it gets more air, calls for more fuel, and turns that into the power to accelerate.
I haven't checked on my milage since I added the exhaust, but I was averaging 30mpg with the intake and fairly hard driving.
