This could be done quite easily, however all you would really need is a CW signal beeping rather than having to use voice, let alone DSB. And a true DF test would be to use low power, with the strong signal levels of YS on various freqs, it's obvious they are running somewhat high power, probably more than 100 watts. Lastly, you wouldn't need to transmit 24 hours a day for weeks on end for a DF exercise. You could send the troops out into the desert to find the station, and once it's found shut it off. I don't think it's too elaborate to be some radio hobbyist playing around. It may take more doing than the common pirate radio station, but it could be done. It would be easy to have some sort of computer control set up to operate all day long. I think Occam's Razor comes into play here. Which states that the simplest explanation is usually the correct one.
