Hi there,
It stands for the ENIGMA DESIGNATOR, an alpha numeric reference which individually and specifically identifies every known number station (current & historical), plus some others, in both voice / CW / other modes. It is the De Facto standard adopted by the hobby at large, providing a reference that is independant of the monitors mother language - so understood by all. This list, called the ENIGMA Control List (or ECL) is solely maintained by a member of the ENIGMA 2000 Group (European Numbers Information Gathering and Monitoring Association)
