Achtung, I think that the russian comments sound like this classsic Mission Impossible line: "As always, should you or any of your I. M. Force be caught or killed, the Secretary will disavow any knowledge of your actions." About the stations in Canada, I was mostly talking about RADAR stations, but it is still possible (probably) that embassies in Ottawa may hide some numbers contents in their diplomatic communications. Also, it is no more like the Cold War era, but the following links are two famous cases in Canada.
