I doubt that you are going to hear them overseas. I was one of the few who has heard them east of the Mississippi River. My understanding is that they are very low power transmitters with "stealth" antennas that aren't easily spotted. Last winter I could hear them every night. They seemed particularly strong about a half hour before my sunrise, when it was still dark in the Southwest USA. But they would pop in and out of the noise here in Illinois.
