Hehe nice theory! Another one is that they decode CW with software and
 the result is fed directly to the decipher engine which accepts cut
numbers. So now they're using a freeware BPSK decoder and dump the
output to the same engine :-)

From the WASP Network trial in Miami a few years back, it came out that the Cuban agents were using laptops with decryption software hidden on them. So it would certainly be a logical next step to move to PSK31 for data transmission, so the agent could just tune his radio at the correct time to automagically pick up and decode the message.
