Thank you for your kind and prompt reply to my posting.  It seems so obvious 
when you write it out.  
To me, "cut" numbers meant something else.  When I was in the Merchant Marine 
we would abbreviate numbers, like sending "n" for 9.  That's what I thought was 
meant by "cut" numbers.  I'll listen more carefully.  My receiver is at the 
right frequency now, although I don't think they should be there according to 
the schedule I saw.
So these guys are apparently sending only numbers using the cut number system.
I did see the schedules and thought that might be what I was hearing.
