The format using a 5-digit group followed by a Russian language word and several more figure groups (not necessarily 5-digits long), was the usual format for the old Soviet General Staff codeword messages (CWMs) broadcast often during the Cold War. But I don't know if the Russians are still using it or a similar format. Having said that, it reminds me of the early U.S. SAC SKY KING messages. Oh, for the good ol' days! ...
