The counting around that time (which is when I first picked it up 2pm Eastern = ~ 6pm zulu) was definitely synthesized male. It actually started with a synthesized female counting first 1-0, then 1-10. Followed by the Swan Lake, buzzer, etc. This I believe to possibly be genuine. Since it was only up for a brief time. There was very obvious modulation on the carrier before it went live, which would be indicative of testing or maintenance like we as assuming is going on there. However, the pirate activity has me questioning everything. The morse code was absolutely from a pirate. I decoded a lot of the higher hz morse It said "Fuck You Ryan" twice followed by "Good Night Ary" in dutch There were a few parts I was not sure of "??? My mother copied ????" and "???K you in morse" As well as various "UVB76" and "AVB76" mentions within the morse. The lower portions of morse were 5character groupings of no obvious pattern or meaning. These transmissions were during the time myself and Ary were sending emails regarding the recent fluctuations in broadcast, and are obviously not a coincidence. I monitored 4.625 MHz until roughly 6:30-7:70pm est. (~14-1500 zulu). Nothing further could be heard on the frequency other than random morse (assuming from pirates). Currently, same carrier and modulation can be heard as what was occurring on 01SEP2010. On Upper Side Band it almost sounds like data transmission but is clearly not (some type of modulation or RFI, or both). I believe what you initially observed (minus pirate broadcasts of morse and music) were a propagation test due to local time of broadcast (nearly 2200 moscow time) and what was being broadcast.
