Hi Ary,
  I can hear it today! Now (16:50z) it's running, a really strange pulsing with
a harmonics-rich wave! It looks like there are "subchannels" spaced by 820 Hz. 
I mean, when for example on USB, I tune 820 Hz up, I can hear almost the same
signal like on 1812 kHz. The same repeats for 1813.64, 1814.46, 1815.28 and
1816.10. Similar "subchannels" are there when going down by 820 Hz steps.
  It can be also interpreted as transmitting a square or triangle or similar
wawe, which can have spectrum similar to the observed one.
  I think it's definitely not a channel marker like the Buzzer or Squeaky 
wheel, maybe it really serves some special purpose like navigation, time
synchronization or similar.
