This is PSK31. It's a digital mode hams use. Usually runs about 20 watts but can reach all over the world on that if the conditions are right. If you can hook up your receiver to your computer (line out from receiver to line in on computer) you can decode using FLDigi (Linux) or other programs in Windows. Even apps for android and ipod that can decode it if you just hold it up to the speaker.
It's also possible it could be RTTY but that's usually a bit higher on the band (7.090). BTW usually both of these are transmitted in USB not LSB so if you try to decode it in LSB it might decode wrong and look encrypted. Try switching to USB and tuning down the band a bit.
