It is a little hard to make out in the most recent video of the signal, but you can see the same "arrow" image present in a 5 kHz spread across multiple frequencies. So this signal may actually be HUGE. Since any signal such as this should NEVER be present in the amateur radio bands, it is considered to be an "intruder" signal. And yes, Newport, Oregon is located on the west coast of the United States right next to the Pacific ocean and in relatively close proximity to powerful signals coming from China and even Russia.
