Yes.  Sometimes with limited success as I discover in my Adobe Photoshop
class.  Soon we will have newer technology:  A company called Iterated
Systems has a fractional geometry software product on the market called
Images Inc. that is basically a much more efficient interpolation program
for increasing file size like Photoshop can, but it can be used with a less
than sharp image reduced in size to interpolate much more successfully to a
larger file size that is sharper.  I have seen it in action and it is truly
impressive.  Fractional geometry was first used like this to send space
exploration pictures back to earth in reasonable file sizes.  Technology is
truly amazing.
