I had one of these 108 ball heads and agree with Ernest's evaluation. 
Fortunately, one of the locking levers broke off during one of my
travels.  I replaced the head with a Bogen 3262, which I prefer.  The
head is much smaller and the single locking lever rotates about a
horizontal axis.  Instead of a tiny quick release plate, the 3262
features a combined 1/4 and 3/8 screw mount.  That's a plus for me
because several of my cameras have 3/8" sockets.
