The short answer is that it seems to the chairs that the proposed use cases documents are acceptable within the charter. There are a few reasons for this, and they include the fact that the use cases are presumably there to drive architectural requirements anyway (we are not doing them just for fun) and the fact that the WG charter does not have a separate architectural requirements milestone, but it does have some architecture milestones, so presumably we were going to have to discuss requirements at some point.
