I was more considering the case that the information is simply not propagated 
into the “downstream” area. There is no clear requirement to me that we need 
propagate capabilities and/or prefix SIDs for non-endpoint nodes across area 
boundaries, and hence we may not have visibility of each mid-point on the path.
