My personal preference is to leave the door (or even gates) wide open for
new work based on new technology as we as humans are quite bad in
predicting the future and possible innovations. Please keep in mind that
the best protocols are those which are evolving and are being used in new
ways their original authors has never even envisioned.

It would be very bad idea to keep the door very narrow (by hardening the
charter) such that nothing interesting can get into the working group's
agenda with reason: "Sorry - not in the charter".
