Working Group,
I support the adoption of this draft as a working group document.
I made some comments on the IANA section. I don't think that these
comments needs to be resolved before adopting the draft.

However, I got a response from Pablo that since there are
implementations/deployments they want to do early allocations. I think
that my comments need to be addressed prior to doing these early
allocations.
