[spring] IPR check for draft-cheng-spring-sr-policy-group

As preparation for issuing a WG adoption call for 
draft-cheng-spring-sr-policy-group 
<https://datatracker.ietf.org/doc/draft-cheng-spring-sr-policy-group>, 
as coc-Chair I would like to ask all authors and contributors to confirm 
to the spring list that all relevant IPR of which they are aware has 
been disclosed according to IETF policy.
