Thanks to Derrell Piper for their (multiple) secdir reviews.  I strongly
encourage the authors to consider their telechat review. (I'm confident this
will happen since their previous comments were reviewed and responded to.)

General:  There are multiple cases of 'naked SHOULD (NOT)s', where the SHOULD
is stated without stating the consequences of ignoring it, or the alternatives
where ignoring it is acceptable.  I see 2 in Section 8 and 1 in Section 7.

Section 2, global vs local:  I support Ketan's discuss for these.  It wasn't
clear to me what the difference was for global vs local resource-aware SID.
