I have a small non combustible crawlspace below a new 3-story NFPA-13 protected 
commercial building.  There is access via a ships ladder and a small hatch.  
The height of the crawl space to structure is 2.5 feet, the area is below grade 
and unheated.  Installing a dry system would be a task coordinating around 
ducts and maintenance would be a nightmare with no floor or exterior drain 
location.  

If there wasn't a hatch it would be a non-combustible concealed space.  What is 
your experience/thoughts with controlling storage administrativly and allowing 
the space unsprinklered?
