indicates the 150 ft. dimension to the four exterior walls clearly
placing all interior portions of the building more than 150 ft. from the
access point.

And. Requirements for interior standpipes are specified in Sections
2306.8 and 905. The code addresses the minimum required and usually does
not list "non-requirements".

And. Why don't all Super Targets and Super Wal-Mart's have horizontal
standpipe systems?

Yes. The commentary does provide insight on the 150-ft but does not
discuss the wording "shall extend to within 150 feet of all portions of
the facility and all portions of the exterior walls of the first story
of the building" "All portions of the facility" may be interpreted to
mean interior as well as exterior. That's where the commentary lacks.
However I suppose since the commentary doesn't specifically discuss it,
by default the intent is then "exterior".

A Gentleman and Fire Marshal from the beautiful State of Washington just
sent four pages from the 2003 IFC Commentary. The commentary clearly
diagrams the 150 ft. dimension to the exterior of the building and
offers some guidance about extending the dimension for sprinklered
