Tim,

905.4 #6 is the spacing requirement for a building with a standpipe. The
200 ft. dimension in itself does not trigger the standpipe requirement.

The interpretation can also include the requirements from 2003 IFC
Chapter 23 regarding High-Piled Combustible Storage.  There is a
requirement for fire department hose connections (Section 2306.8) which
directs you back to Section 905 which also includes a requirement for
Class I standpipe hose connections in sprinklered buildings when the
most remote portion of a floor is more than 200 feet from a hose
connection (Section 905.4 #6).  Hope this helps.

They are requiring a 2.5" FHV inside at the man doors 100 ft. apart. The
building is sprinklered 35 ft. high 300k sqft S1 (warehouse).

Technically they may be correct.  THe 2003 IFC requires the fire
apparatus to be within 150 ft. of all portions of the facility and all
portions of exterior walls of the first story of the building. 

We tend to allow a significant increase in the 150 ft. when sprinklered,
and have on occasion required a exterior "horizontal" standpipe, or yard
standpipe as mitigation for the long hose lays required, but have never
triggered a building standpipe.  It is a rare firefighter that would
expect a building standpipe in building less than 4 stories in height,
and an even rarer firefighter that would use such a connection if it is
not in a protected enclosure accessed via a protected passageway.

Are they requiring protected access to the hose connections, or are
these simply mid-floor hose connections.

We have a local AHJ that is requiring a Class I standpipe when all
"interior" portions of a facility are not within 150 ft.
 
A few questions.
 
Does the access requirement of 150 ft to "all portions of the facility"
refer to exterior or interior?
 
Is anything in writing like an official/unofficial interpretation?
 
What do AHJ's do when the access dimension cannot be accomplished?
 
P.S. Building in question is S1 300 ft. x 1025 ft.
