Is there another source available for hose streams? If there is a
public supply capable of providing the hose demand, would that not
meet the criteria? If not, why wasn't a hydrant specified on the yard
system? I don't recall seeing anything in NFPA 13 that says that the
sprinkler and hose stream demand are required to be from the same
supply. I know some of my colleagues will cast daggers at me, but
every once in a while you have to apply some common sense to this
business. If the water is never going to be used for the purposes
designated, why do you need to store it in the first place? I would
think that this is a good situation where you, the contractor, the
owner, the local FM and any other appropriate parties get together
and come to a consensus. If some kind of Code modification is
necessary, then so be it. The end product should be a properly
protected building. How would adding an extra 30000 gallons of water
storage that isn't going to go towards its intended use meet that end?
13 Committee - maybe this is something that should be addressed.

To all-
I am looking for something and not finding it which now has me
questioning code intent.
I am reviewing an ESFR design for Group A plastics to 17 ft in a
building with a nominal height of 20 ft. Because the sprinkler
protection for this building is supplied by a dedicated tank and fire
pump arrangement, the designer omitted the inside/outside hose
allowances.
Now, I recognize that doing this is permitted for a number of
configurations. In fact, this would be permitted for the design I
reference above if the protection were of the "occupancy hazard fire
control" type as stated in NFPA (2002) 12.3.3.1.11.1
Yet in the ESFR and large drop protection schemes for this commodity
configuration that follow the above referenced section, there is no
mention of a similar exemption clause. In being silent on the issue, I
can only conclude that NFPA 13 intentionally does not provide such an
exemption and that a hose stream allowance is required regardless of
supply.
My questions to you all is: Am I missing something?
