With the information you've provided that the replacement was not for the entire system, or an area easily isolated, I would agree with you, and with others who've suggested that the only required test is at system pressure. As for the contract argument I would suggest that unless they informed you up front and in writing that more work was required than is mandated by NFPA-13 that you have an excellent case for an extra, and in this case with the age of the building I'd think it'd be substantial. Your AHJ reminds me of the strutting deity at NAVFAC here in San Diego who forced me to calculate a 300' long x 5' wide remote area (corridor in a BEQ). Five or seven heads in special design methods be damned, he wanted it his way.
So much for the AHJ only doing what the law allows.

We make a quote to change the heads and they issued a purchase order for the heads and labor. There is no contract language that I can rely on in this case. Their purchase order did not state a hydro test at 200 psi was a requirement.

I think the technical code issues have been well addressed. My only
recommendation to add - avoid turning this into a people problem (or one of
those biological function contests). You have a code problem you need to
resolve. You should have some recourse through a code appeals process or, inevitably, a court appearance. Agree to disagree with the AHJ and send it
into the legal system.
