Keep in mind most of the world doesn't have the same ridiculous investment in suppression based public fire protection as the U.S. For example St. Paul, MN has about 110 FF on duty spread between 16 stations and 24 rigs if I remember correctly. Similar sized European city had one station, about 24 people and 5-6 rigs. And in Europe many places have much lower fire death rates (but climbing while ours is falling as the very general trend). It wouldn't surprise me to find other places putting dollars into much more effective fire protection strategies as Bill suggests.

My design concept was based on an IBC code based application of NFPA standards. What I was told to do was to apply all of the NFPA standards as if they were codes. In other words, complete sprinkler protection, complete fire detection, standpipes in one story buildings (with a basement), clean agent systems in electrical areas, and battery systems for emergency lighting because when a fire occurs even the generators would be shut down. I'm not certain if this is the general approach in the Gulf area, but in at least one place it is. It turns our code first, standards second hierarchy upside down. (http://en.wikipedia.org/wiki/Burj_Dubai) (http://www.burjdubai.com/) With all the "unique" and seemingly cutting edge buildings/structures Dubai is constructing, I am curious to know about their fire protection. Are there any new concepts coming out these radical structures? I'm now reading an article about Burj Dubai in the latest NFPA journal. But wondered if anyone here had any info/insight.
