Putting sprinklers under open grating isn't effective because they won't operate unless the fire plume directly hits them. Better to use solid walkway with sprinklers.

I am working on a large jail project where the architect has asked me to
provide value engineering ideas. One of the things that I am considering
bringing to his attention is the possibility of turning their upper cell
walkway into an open grate flooring of 4' or less. I was pretty sure
that this would eliminate the need for sprinklers under these walkways
but I wanted to substantiate it before I presented it. NFPA 13 02
edition 8.5.5.3.1 states " Sprinklers shall be installed under fixed
obstructions over 4ft wide such as ducts, decks, open grate flooring,
cutting tables, and overhead doors". Am I correct in assuming that if
these "floors" are 4' or less that sprinks will  not be required? I
thought that I remembered that there were other requirements such as
percentage or size of openings similiar to the meshing in nursing home
curtains but I can't find it anywhere. Any help is appreciated.
