Yep. And this is not an isolated story. In my jurisdiction we experienced a roof fire as a result of a torch operation. FD arrived hooked up to the first standpipe, no water. I disconnected the line and ran down the hallway to the next standpipe which was operational. Ironically there was an inspection decal emblazoned with the contractors name, phone number, license number and current inspection. The decal, nor any report noted any deficiency. It was discovered that the standpipe had been taken out of service to facilitate a piping change as part of a construction project but was never reconnected, something that should have been done immediately.
The fire code order that followed required the witnessed reinspection of the entire standpipe system where numerous violations such as leaking valves were discovered. All of this by a licensed fire suppression contractor. We lucked out in that it was a minor fire and an alternate source of water was available, but what if it wasn't ?.
