There is no option to bind, but you should be able to snap to items when using DWF.
I have never used any translators. I would be prepared for a drawing that will lose "intelligence", ie text will be lines. It sounds like another one of those problem projects where someone is trying to control the backgrounds and not understanding the consequences.
