Greg,

IBC references each of the documents you mention as the applicable
installation standard for defined occupancies. For instance there are
different classes of R Occupancies where one of the NFPA standards is
the appropriate model. I don't have an IBC at home so I'm going to use
numbers that I know aren't in it. Let's say a high rise condo is an R
50. NFPA 13 will be refenced. A R60 is a hotel type. If over four
stories 13 will be referenced and if four or less 13R. We'll make a
R80 an SFD type V and 13D will be appropriate. Then the IBC has some
additions to NFPA such as the requirement for heads over balconies and
ground floor patios in an otherwise 13R application. Your state can
then amend IBC (if it isn't a mini/maxi state) to the extent of
requiring all buildings to be 13 and then even amending 13 to a higher
level (like increasing densities across the entire chart). You then
may have local amendments to deal with so "throughout" can be a moving
target. So watch out for any single document's definition. Work your
way through all the levels of jurisdiction. Although where Jack
quotes, "A
building is considered sprinklered throughout when protected in
accordance with the requirements of this standard," he is correct,
that standard, or the code that drives it, may have been modified at a
state or local level
