Not much help but an observation: most UK insurers require an enhanced level of physical fire separation between sprinklered and unprinklered buildings. This is normally two hours but I have seen four hours being specified for a plastics factory.

Isn't there an assumption made by NFPA 13 that the building is protected in
accordance with the standard?  The standard states that the building is
provided with automatic sprinkler protection?  So would NFPA need to address
piping in a non-sprinklered area when it assumes the building is a
sprinklered area.

Just looking at the sizes of the space, has the AHJ agreed to have the
unsprinklered addition?  Is the area separated by a fire wall?  My thought
is you have to install sprinklers in that area to protect the piping.

Just my random thoughts, I don't have big code to back it up.

A facility has a 20,000 sqft area, which is sprinklered. Attached to
that is a 12,000 sqft unsprinklered addition (which the owner is not
going to sprinkler). Attached to that is to be a new 30,000 sqft
addition, which is to be sprinklered. The service comes in to the
20,000 section. The sprinkler main will need to run through the
unsprinklered addition in order to get to the new area. Is there any
issue with this? I was once told something running pipe in
unprotected areas, but can't find anything in NFPA. (I know, we do it
above ceilings all the time, but what about this situation?)

To make matter worse, this is a plastics manufacturing facility. The
owner thinks everything they do is Light Hazard at worst and doesn't
like sprinklers. The AHJ would approve a coloring book if it had a PE stamp.
