IMHO Estimator and I think in your choices you would say Owner.
It's a trickle down thing. If you chase the wrong jobs at the wrong price
you will be out of business now. No matter how good a designer or fitter is
there is no possible way to make it up if it's bid wrong. If the estimator
bids it LH and it's EXII I don't care what your design you will be short on
materials and have more heads to install than expected. Heads = time =
money.
Each step down the line has a less effect on the total outcome. If it is
right at bid and right at design the fitter can do some damage but less than
if it's already started out wrong. And the fitter damage is less if
properly supervised.
Think of it the other way around who can do the most damage and who is the
hardest to replace. Who ever can do the most damage with a mistake is the
most important.
