A city in California has a residential fire sprinkler requirement. The city references NFPA 13D. If the city wants add additional requirements to 13D, meaning, require a flow switch (not required in 13D if house has smoke detectors) then interconnected the flow switch with the interior smoke detectors, does the city have to request permission from the State Fire Marshal or the Building Standards Commission to do this? If so, what questions need to be asked of the city to verify they followed proper procedure to allow them to make these additions?
