Correct. I misspoke/typed. It is a surge tank and not expansion.

Lets refine it one more step.  The expansion tank has a small opening  
since the temperature change is seasonal (duration period of months).   
A surge suppression tank has a large opening since the surge has a  
duration period of milliseconds.  They otherwise operate the same.
