They have specific guidelines and rules for crossing below their tracks. If the track is existing you'll probably be looking at a Jack and Bore setup with a culvert/casement pipe as they described and sealing the casement ends using a LinkSeal or something similar. I did a RR crossing in Fla. many years ago and the permitting and red tape was a giant pain. First step is call the railroad. The ground will be elevated for the tracks and our main will be 4'-0 below normal grade. They are calling for us to install a culvert to pipe our main through for protection.
