Couldn't you use reducing couplings as an alternative?

We have an installation at a warehouse currently being built for a tenant in
which the majority of the overhead fire sprinkler systems are designed using
K-25 sprinklers obviously installed into one-inch outlets on the
branchlines. 
At one end of the building there is approximately 300,000 sq. ft. that will
have racks with solid selves. We will be installing Control Mode 11.2 k
factor, ¾” sprinklers heads at the roof level with several levels of in-rack
sprinklers. The owner / developer wants us to weld one-inch outlets on the
branchines throughout the building and bush down to 3/4'” to install the
11.2K heads  They want the ability to convert to K-25 sprinklers throughout
if the tenant would leave when the lease is up.
I have reviewed NFPA #13 (2002 Edition), sections 6.4.6 & 8.14.19.2. and I
don't believe the code sections address if bushing could be used in this
situation or not.
What do the troops think?
