Something I saw done in "the good old days" was to trip  the system 
(water valve closed) and repressurize with  liquid air  freshener (Air 
Wick) in the air supply line. You can then go looking for  the smell. If 
you have a lot of leaks, it won't help you find them, but  the building 
sure will smell nice.

I've also heard of using  ultrasonic "sniffers" to find leaks, but it 
won't work very well if the  pipes are buried in insulation.
