Gridded system?

I got on the job site and found a Tyco Model 513 Test and Drain with a pressure relief valve. I think the pressure relief valve is leaking. The main drain outlet is wet and the sight glass is obscured with rust. Their are a total of 5 wet risers, all in a row. Some risers have pressure relief valves and some do not have pressure relief valves. Why? Can I just remove the pressure relief valve. My thought is the designer specified the pressure relief valve for a reason, the valve needs to be in place.
