Simple - tell the owner to call the fire and/or building officials to confirm that he doesn't have to comply with the adopted codes and referenced standards. His analogy regarding the municipal system is moot because many systems don't use pumps and those that do generally have redundant and sometimes double-redundant backup systems. For those that don't, it underscores exactly why it's critical that the most reliable pump possible, i.e. a listed fire pump, should be installed on every private system.
