Simple - tell the owner to call the fire and/or building officials to
confirm that he doesn't have to comply with the adopted codes and
referenced standards.   His analogy regarding the municipal system is
moot because many systems don't use pumps and those that do generally
have redundant and sometimes double-redundant backup systems.   For
those that don't, it underscores exactly why it's critical that the most
reliable pump possible, i.e. a listed fire pump, should be installed on
every private system.   

You can also tell him I said he's an idiot.

The owner has two tanks outside the NFPA 13 building, buried in the
ground.
He wants to install two submersible electric pumps, one inside each tank
(with a diesel generator and transfer switch) and connected in parallel
to
supply the building. The problem is the pumps are not listed fire pumps.
He
is arguing they are outside the building, and don't have to conform to
NFPA
20. Also he is saying municipal pumps are not necessarily listed fire
pumps.
Any comments?
