Yes each AHJ in Colorado has direct access as a government member to ICC's Technical Staff. Additionally I have yet to be told that NFPA would not assist an AHJ. Whether an AHJ chooses to seek and use technical assistance is another story. The problem we are having is that when a local AHJ (who has minimal knowledge of any code gets confused they say that they have no one to discuss it with at a higher level so they guess. I have even had a discussion with one (where i showed him in 13 where the book said differently from what he thought it said) where he said "too bad for you im the highest level there is do it my way."
