I've reread (several times) the proposed change to 7.3.2(5) and I think I
now understand the intent. But I'm still confused.

The proposed change to A.7.3.2 (also part of 14-53 Log#CP3) adds a sentence
that reads "Only one standpipe is necessary to serve the roof, it is not the
intent to extend each standpipe to the roof level."

OK, let's say we have 3 stairways and 3 standpipes. Stairway 1 has roof
access, stairway 2 & 3 don't. Per 7.3.2(5), we install a valve at the
highest landing in stairway 1. Per 7.3.2(5), we install a valve above the
roof at stairways 2 and 3. So I'm having a hard time understanding how
"Only one standpipe is necessary to serve the roof, it is not the intent to
extend each standpipe to the roof level" should be interpreted. I don't see
anything in 14-53 Log#CP3 that mentions testing.
