Well the voluntary replacement program from Tyco confused a lot of people. The sprinkler heads were recalled. This is according to the CPSC. The replacement program was voluntary. The heads needed replaced and they could be replaced any number of ways, including the Tyco method. A recall is a recall. Companies can voluntarily initiate one when requested by the federal government or be forced to do so by court order. Nfpa recognized the confusion and addressed it in a future issue of NFPA 25 I believe. Same for the IFC.
