Well the voluntary replacement program from Tyco confused a lot of people. 
The sprinkler heads were recalled. This is according to the CPSC. 
The replacement program was voluntary. The heads needed replaced and they could 
be replaced any number of ways, including the Tyco method. 
A recall is a recall. Companies can voluntarily initiate one when requested by 
the federal government or be forced to do so by court order. 
Nfpa recognized the confusion and addressed it in a future issue of NFPA 25 I 
believe. 
Same for the IFC.

N.J.A.C. 5:70-3,901.9  (NJ Uniform Fire Code, Subchapter 3, 2006 IFC/NJ
Edition Chapter 9, 901.9)

"Recall of fire protection components. Any fire protection system component
regulated by this code that is the subject of a voluntary or mandatory
recall under federal law shall be replaced with approved, listed components
in compliance with the referenced standards of this code. The fire code
official shall be notified in writing by the building owner when the
recalled component parts have been replaced."

I don't believe any GEM sprinklers were recalled.

Go to www.sprinklerreplacement.com.  The only Gem heads recalled are on/off
heads I believe.

Hello sprinklerforum,

  We ran across some 1999 Gem sprinkler heads without a SIN number on them.
  I have a list of recalled Gem heads and a lot of the numbers listed are
  prefixed JNxxxx. I broke one of these heads to see the seat. It has a
  black plastic plug on a red rubber O-ring. Anybody know how I can find
  out if these are recalled?
